AKSIOS MED, d.o.o.
AKSIOS MED is a Slovenian company specializing in the sale and distribution of medical products and supplies. They actively participate in public procurement tenders through Slovenia's government portal (ejn.gov.si), competing for contracts to supply hospitals and healthcare institutions across the country.
In public procurement, understanding competitor pricing is critical. Every tender is publicly accessible after submission, but manually downloading, reading, and comparing dozens of competitor bids across multiple tenders is an enormous time sink that directly impacts their ability to price competitively.
The Challenge
In Slovenia's public procurement system, all submitted bids become publicly available after the submission deadline. This transparency is valuable — but only if you can actually process the data. For AKSIOS MED, analyzing competitor submissions was a manual, tedious process that consumed hours of staff time.
Manual Document Collection
Each tender contains dozens of competitor bids as PDF documents. Downloading them one by one through the government portal's multi-step authentication and navigation took significant time.
Unstructured PDF Data
Competitor bids arrived as PDFs with inconsistent formatting — some were clean digital documents, others were scanned copies. Extracting product names, quantities, and prices manually was error-prone.
No Cross-Tender Comparison
Even after extracting data from individual bids, there was no efficient way to compare the same product's pricing across different competitors and tenders to identify pricing patterns.
The Solution
We built a desktop application that fully automates the scraping, parsing, and analysis of competitor bids from Slovenia's government procurement portal. The system handles everything — from authenticating with digital certificates to presenting actionable pricing insights in an analytics dashboard.
How It Works
Authenticate
The application uses X.509 digital certificates from the system keychain to authenticate with ejn.gov.si through the SI-CAS government login flow — the same certificates procurement professionals already use for their daily work.
Scrape & Download
An automated browser navigates the procurement portal, discovers tenders and their competitor submissions, and downloads all bid PDFs. Incremental sync means only new offers are fetched on subsequent runs.
Parse & Extract
Downloaded PDFs are processed through OCR and AI-powered extraction. The system identifies product titles, identification numbers, unit prices, quantities, and total values — handling Slovenian number formatting and inconsistent document structures automatically.
Analyze & Compare
Extracted data flows into an analytics dashboard where the client can search products across all competitors, view price distributions, compare their own pricing against the market, and identify patterns across tenders.
The Platform
The web dashboard provides a complete view of the competitive landscape — from high-level tender overviews to detailed per-product pricing analysis across all competitors.
Each tender can be drilled into to see every competing company, their total bid values, and how they compare. The system tracks which companies compete in which tenders, building a comprehensive picture of the competitive landscape.
